Community, Equalities and Local Government (CELG) Committee Poverty Inquiry – Community-based approaches to tackling poverty
Citizens Advice Cymru responded to Strand 4 of the poverty inquiry currently being undertaken by the National Assembly for Wales Community, Equalities and Local Government Committee, which focuses on community-based approaches to tackling poverty. Some of the key points we made included:
the need for the Welsh Government to review its overall approach to allocating resources for tackling poverty and look to adopt a combination of deprivation-based and socio-economic approaches to ensure all those in need of support are able to access help, with greater emphasis being placed on income-related factors
our support for the 'bottom up' approach of area-based programmes such as Communities First as it helps to ensure that service delivery is based on local need, as well as helping to facilitate positive relationships and a greater understanding between local organisations of the different services each provide
the need for more flexibility regarding boundary definitions within the same geographical locations so that people in need living just outside the defined areas are still able to access support.

Ymatebodd Cyngor ar Bopeth Cymru i Elfen 4 yr ymchwiliad tlodi sy'n cael eigynnal gan Bwyllgor Cymunedau, Cydraddoldeb a Llywodraeth Leol y Cynulliad Cenedlaethol ar hyn o bryd, sy'n canolbwyntio ar ddulliau o drechu tlodi yn y gymuned. Dyma rai o'r pwyntiau allweddol a wnaethom:
mae angen i Lywodraeth Cymru adolygu ei ddull cyffredinol o ddyrannu adnoddau ar gyfer trechu tlodi ac ystyried mabwysiadu cyfuniad o ddulliau economaidd gymdeithasol a seiliedig ar amddifadedd er mwyn sicrhau bod pawb sydd mewn angen yn gallu cael gafael ar gymorth, gan roi mwy o bwyslais ar ffactorau sy'n gysylltiedig ag incwm
rydym yn cefnogi'r dull 'o'r gwaelod i fyny' mewn rhaglenni seiliedig ar ardal fel Cymunedau yn Gyntaf, gan ei fod yn helpu i sicrhau bod darpariaeth gwasanaeth yn seiliedig ar anghenion lleol, yn ogystal â helpu i hwyluso perthnasau cadarnhaol a mwy o ddealltwriaeth rhwng sefydliadau lleol o'r gwasanaethau gwahanol a ddarperir ganddynt
mae angen mwy o hyblygrwydd o ran diffinio ffiniau o fewn yr un lleoliadau daearyddol fel bod pobl mewn angen sy'n byw ychydig y tu allan i'r ardaloedd diffiniedig yn dal i allu cael cymorth.
